Bellow is picture of relationship between pump impeller type in relation with specific speed, flow, head, power and efficiency. I take it from www.lightmypump.com For being practical this picture is a good explaination for the pump type selection.

The head changes as the square of any speed change or impeller diameter change. Nothing new and no arguement to be had. Not sure what your fellow enginering is trying to say / prove - just point him in the direction of any basic pump book.
